Us Brits call them Lazy Susans! They are used in kitchens, as far as I know for cake decorating but probably useful for all sorts of things, not sure what. Also, if you go to a Chinese restaurant and sit at a large table, with that twirly central part on which all the dishes of food sit.
In the pottery studio, a banding wheel is a small heavy version.
