titanium dioxide:can it really reduce pollution when put into concrete?

I was watching the news on CBC (public broadcaster here)
last
night and there was a news item on a building in Rome where
the concrete
had been imbedded with titanium dioxide (rutile) and they
have discovered
that it was effective in reducing some contaminants in the
regions
adjacent to the structure.

I was not aware of this fact.
