Hi Paul .
This " mildew" only happens on bone china or pieces where the bisque
is underfired. I have never seen it happen on commercially made or
properly vitrified porcelain ....Scraping or sandpapering the dry
foot on bone china to open up the pores of the clay and refiring to
cone 1 or 2 ( for bone china) or cone 6 ( for porcelain that has
been underfired) should get rid of the mildew...
