Hello

I was one of the presenters at NCECA on this subject and my experience comes
from 10 years of firing the tozan Noborigama and Anagama kilns on Vancouver
Island.

John Baymore who is a much more regular contributor to this list was also on
the panel, he fires in New Hampshire and the third panel member was Susan
Beecher who fought a long and eventually successful battle in the New York
courts after a neighbor was successful in getting her kiln shut down.

We did not have the solutions but identified some ideas and suggestions.

Some of these were:

Chose your location and plan for the future

This is very important, check all by law, zoning and environmental
requirements. This means city, town, municipal, county, state and federal.

EPA regulations are especially important and you need to be on top of those
but you also have to make sure that all of the local requirements are met.

Susan built her kiln with full knowledge of the local government and did
everything they told her needed doing but apparently they missed a few
crucial points and a neighbor had her shut down and threatened to take her
and the city to court when things were being worked through.

Here in Canada we needed a permit with opacity requirements we could not
meet and only a sustained public support campaign, coupled with a close
contact relationship with the environment ministry and continual
demonstrations that we were working towards improvements, allowed us to keep
firing. (We were threatened with shut down orders a few times). Still we are
in the middle of a city of 80,000 and are now being forced to move because
of competing interests for the land. The smoke has, I am sure, played a
role in that.

We now face the daunting process of dismantling and moving the kilns
following our final firing in May.

John noted that when he set up his pottery years ago he picked the location
carefully thinking of the future, but even he is being encroached on by new
development.

Many who attended the panel discussion reported problems and concerns and it
was clear that we all need to do more to create support, to educate and to
find solutions to emission problems if we are to continue in the long term.

So I am afraid there are no one size fits all answers, every state and
county likely has different requirements and you need to find out what those
are in advance and plan ways to meet them. You need to talk to your
neighbors near and not so near, and get the community behind you.

I'm sure John and Susan will chime in on this thread, so I'll sign off for
