It's difficult to answer your question for a number of
reasons. Only you know what you want your plates to
look like when you are done with them, only you know
if your design is specific, realistic, abstract etc.

You can use underglaze colors to create a design that
pleases you, and glaze over with a clear glaze. You can
ignore the "fish" motif and just glaze in a way that pleases
you in general, and that can work too. You would do well
to try whatever you decide upon on some spare bisque, and
test your glazes/techniques.

I have made some plates with a fish design and was wondering if any one had
any suggestions on a combination of cone 6 glazes that may be attractive on
such a piece?

Randy, I do hand carved fish plates, and my favorite is John and Ron's
Spearmint brushed on with a mop brush, heavier where the outer scales were
and lighter over the fins and face and a mid thickness over the body, it
came out a beautiful multitoned green with gold highlights on the fins, the
matt glaze was very slow cooled and complimented the carved design. One
glaze and the application gave it different tones and color. I love that
one for my fish plates. I haven't tried the blues with this kind of
application, but next I'm going to try combinations. These are good
sellers. Sher Morrow

Thanks for the suggestion. I am getting some pinholes with spearmint but
have tried another version that is working well for me. It is the liner
glaze with same oxides and zircopax. I have a manual kiln and am not able
to get the slow cool downs, but do manage a hold. I would like to try some
of the blues over the green, but am not sure which one will work the best
yet.
