temperature vs. water incursion question

I am in process of creating tile (pavers) for my shade garden. Since I
live in an area where frost and freezing are definite issues I wonder which
is the best way to go. Have tile permanently cemented down or have tile
imbedded on a layer of sand. I know I will need 40 to 50% grog in my clay
body which will also help the clay to breath and take on water to equalize?
(not sure I have the scientific terms correct but hope you get the
idea). So the suggestion is that tiles are actually safer grouted and
cemented down vs. left on a bed of sand. My theory was if the tiles (1 to 1
/2 inches thick *largest 9x13) are left to give the would be less likely to
crack then if they were permanently fastened down? am I right or wrong? I
could also consider picking the tiles up for winter but that would be an
added maintenance issue and one that may be worth the effort for valuable
time and equally valuable work.
