Before you replace any parts, take the four screws off the bottom of the
foot pedal and check for a mechanical failure in the linkage. Set screws
loosen with time... I've even seen the tab snap off the slide potentiometer
on a Brent so look first for the simple reasons why the speed won't alter.
After you rule out mechanical linkage failure, consider the actual speed
controller.

Or it could be the little plastic thing in the foot pedal has broken off one
of it's 'prongs' that make the slider bar rise and fall. If it broke after
it was pushed to full throttle then it will stay at full throttle. Open the
foot pedal and you should see if it had both prongs.
