OK I went into the archives and found out that it happened at Union
Station, not a mall. Still, my question is, did he get permission from
someone to do it? This is New York City, home of the former World
Trade Center, not Kansas.

I have another question, nobody seems to have pointed out or taken issue
with the fact that this was a freshman "foundation" student. Would it
have made any difference to you all if he had been a graduate student or
an established artist? Does the "art project" of a beginning freshman
carry the same weight as a "proven" artist?
