Karin,
That will definitely depend on where you live. In California, where risk of
wild fire is high during certain conditions, the fire departments sometimes
have a say in what you can and cannot do with or without permission. You can
still make an anonymous inquiry and ask your questions in the framework of
"I was thinking about doing a firing outside. What would I have to do?"
They can not arrest you for thinking (yet).
