terrible art

If a given piece is truly terrible, is it terrible because it lacks artistic
content or is it terrible because the art it does contain is terrible? I
use the word terrible to mean bad. So is there such a thing as bad art?
Or only work lacking in artistic content. Some famous musician said there
was only two kinds of music...good and bad. I've felt that way for
years..people ask me what kind of music I like and all I can think to say is
"good music." Sounds trite, but rings true to me. And what is the
different between good music and bad music? The good music has art in it
and the bad music doesn't.
