need help fromglaze idea to execution

So I have this idea but no knowledge of how or if I
can implement it. I'm hoping somebody can point me in
the right direction.
What I would like is something between a flat glaze
and an underglaze.My goal is to decorate and seal the
clay surface all at once.
with no time to experiment i hope some one can help
