canadian - usa border question-another question

A number of years ago we had an outlet in
Victoria, B.C., but the duty was so large
that we couldn't afford to ship there. That
was before the relaxed fee system of today.
My questionis "who and where are those that
can help us determine how these 'brokerage
fees' are calculated"? Any info on this will
be greatly appreciated. Thanks,
