I, too, applied ITC to a ceramic fiber raku kiln as directed and it is
spalling off the sides and the lid, pulling the fiber with it. Will adding
another coat help? Did I apply it thick enough?

We use and recommend Rigidiser (W) on fibre; it's a colloidal silica
with a wetting agent and a blue dye (which burns out) once sprayed onto
the fibre it combines with it producing a crisp surface which is wholly
resistant to abrasion by gas flame. Because it combines with the fibre
it is not an "applied surface", it is the same weight as the fibre, and
consequently doesn't "pull" off. An occasional re-spray is necessary,
but so long as you wear a respirator and stand up wind when burning off
the dye etc. it's fine. All our Raku Kilns have had the same lining now
for several years and still function brilliantly, and they get carted
around a lot.
This stuff is made by Carborundum who make Fiberfrax. We have no
connection with them, and get no pay-offs or favours, and we haven't got
an axe to grind with ITC whose reputation in other contexts is
exemplary.
