unknown craftsman (what makes an artist?)

My daughter came up with a concept regarding this subject:

If either the creator of an object or the viewer of an object considers it to
be art.....it is art.

Comments?? Arguments????

I agree with that in part, but since I strongly believe that art is
communication, if only the creator views him/herself as an artist, I don't
think that's enough. The artist must connect with a viewer (not all viewers,
but at least one) to have created art.
